Justin Bieber may have taken the rap for speeding on Friday on a Los Angeles highway, but the "Boyfriend" singer told cops that one of his pursuers was driving recklessly.

According to TMZ, Bieber, 18, has filed a harassment complaint against one of the paparazzi who were chasing him down Los Angeles' 101 freeway in an incident that netted the singer a speeding ticket. An officer with the California Highway Patrol visited the set of Bieber's latest music video shoot on Friday to take Justin's statement in the complaint.

Bieber reportedly contacted authorities following Friday's incident, alleging that the unnamed photographer was acting "extremely aggressive" on the road. According to reports, the chase between Bieber and the photogs allegedly reached speeds of up to 100 m.p.h., with some of the shooters pulling out onto the shoulder to keep pace with the pop star.

Bieber was stopped and issued a ticket for speeding, later giving the police the license plate number of the especially aggressive paparazzo. TMZ noted that the photographer in question was actually at the video shoot on Friday when police arrived to take Bieber's statement, where they took a statement from him as well.

While a Los Angeles City Councilman claimed that Bieber was driving like a "maniac" and hit speeds exceeding 100 m.p.h., Justin's manager, Scooter Braun, denied those claims, saying his client was cited for going 80 m.p.h. He also said that the paparazzi resumed their chase a short time after the incident, prompting Bieber to call 911 for help.

  • The Wanted Planning To Tour With Justin Bieber

British boy band teases that they are planning dates for Believe tour.
    By Jocelyn Vena

Justin Bieber just might be bringing his pals The Wanted out on the road with him when he kicks off his Believe tour in the fall. The guys teased the tour in a new interview.

The Wanted's Jay McGuiness shared that he and the boys may once again hit the stage with Bieber in an interview with the Daily Record. "Hopefully with Scooter now as our manager, things will really take off," he said. "He bends over ¬backwards for us. We are quite messy characters and although we are still messy, he is making us presentable to America.

"He's hooking us up with Chris Brown and Justin Bieber," he added. "We're planning to tour with Justin. We have started writing in the last few months and some stuff there is Justin-worthy."

The Wanted opened for Bieber on his massive My World tour, and they told MTV News earlier this year that despite the 18-year-old's unprecedented rise to fame, he didn't offer them any advice as they embarked on their own road to celebrity.

"I think he's too humble for that, in that way. ... He's not someone that really gives advice, because I think he just appreciates what happens to him rather than thinks he's God," Max George said. "And so, I mean, we don't really talk music. When we speak to him, it's more we talk about football or basketball."

McGuiness added, "I think he knows that we know how to do what we want to do in the same way that we could never tell him how to do what he does, 'cause he does it a lot better than we ever could."

Bieber will kick off his Believe world tour in September. While he may be joined by the Wanted for it, he will definitely be joined by Carly Rae Jepsen, who nabbed an opening spot on the jaunt. And Bieber's manager, Scooter Braun, explained that this tour will take things "to a completely new level."

"By the end of 2013, we're gonna hit the whole world," Braun said. "He has been watching a tremendous amount of Michael Jackson concerts from the '80s and '90s. And he has been talking to me about how Michael incorporated magic and pyro and reveals and he wants to bring in that. Still do that acoustic thing, but he wants to take it to a whole new level."
